Serves as a Building Inspector/ Code Enforcement Officer for the Plan Commission, responsible for inspections of buildings and structures for compliance of various building codes as well as enforcement of the County’s public nuisance codes .
Inspects and approves/disapproves buildings and structures for compliance of codes, and evaluates mobile home sites.
Plans daily schedule and compiles data to prepare handouts for the public.
Gathers information, plans, truss/specs, floor joist and beam layouts, and plot plan information for inspections.
Evaluates and approves plans and specifications for buildings/ structures, and completes records of inspections.
Investigates public nuisance complaints and determines if property is in violation of any County public nuisance ordinances.
Works with Plan Director to develop a strategy of enforcement for each violation .
Performs follow-up inspections for each violation , maintains detailed records, documents progress of approved improvement plans , and coordinates nuisance abatement .
JOB REQUIREMENTS :
High school diploma or GED. Vocational/technical degree with three (3) to five (5) years prior related experience; or equivalent combination of education, training, and experience.
One (1) and Two (2) Family Building Inspector Certification required .
Thorough knowledge of and ability to make practical application of state building codes and County public nuisance ordinances.
Working knowledge of standard English grammar, spelling, and punctuation.
Ability to read and interpret detailed prints, specifications and maps, and perform arithmetic calculations.
Ability to effectively communicate orally and in writing with co-workers, other County departments, structural engineers, Indiana Department of Homeland Security, state and local fire marshals, Indiana Association of Building Officials (IABO), contractors, utility companies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
Ability to plan and layout assigned work projects, and apply knowledge of people and locations.
Ability to prepare various documents and detailed reports.
Ability to compile, compute, calculate, analyze and evaluate data, and make determinations based on data analysis.
Ability to properly operate equipment, including vehicle, tape measure, telephone, computer, calculator, ladder, and other testing equipment.
Ability to operate motor vehicles and utilize drafting, carpentry, construction, and electrical tools.
Ability to use and interpret engineering, legal, mechanical, and electrical terminology and language.
Ability to work alone with minimum supervision and with others in a team environment.
Ability to work on several tasks at the same time and work rapidly for long periods , occasionally under time pressure.
Ability to understand memorize, retain , and carry out written or oral instructions and present findings in oral or written form.
Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
Ability to occasionally work evenings, extended hours and occasionally responds to emergencies on a 24-hour basis.
Possession of a valid driver's license and demonstrated safe driving record.
Incumbent uses a wide variety of codes, legal procedures and professional expertise to ensure that properties are in compliance with building regulations or County public nuisance codes . Incumbent performs a number of regular and recurring duties, with relationships among them not always self-evident, utilizing general instructions, guidelines and rules, and selecting the appropriate ones to apply to specific tasks.
Incumbent is responsible for proper completion of assigned tasks, with desired results clearly specified. Unusual situations or problems are discussed with the supervisor, and incumbent is responsible for applying standard departmental practices and precedents to individual work assignments. Work product is periodically assessed for adherence to instructions/guidelines and compliance with legal requirements.
Incumbent maintains frequent contact with co-workers, other County departments, structural engineers, Indiana Department of Homeland Security, state and local fire marshals, Indiana Association of Building Officials (IABO), contractors, utility companies, and the public, for purposes of exchanging information and rendering service.
Reports directly to the Plan Director.
Incumbent performs majority of duties outdoors on construction sites, involving standing/walking for long periods, walking on uneven terrain, lifting/carrying objects weighing under 50 pounds, crouching/kneeling, bending at waist, crawling in crawl spaces, reaching, handling/grasping/fingering objects, driving, close and far vision, depth and color perception, hearing sounds/communication and speaking clearly. Incumbent works near fumes, odors, chemicals and dirt, in noisy environments, and in high places, including ladders and roofs.
Incumbent may be exposed to inclement weather, extreme temperatures, traffic, and normal hazards associated with construction sites or nuisance properties . Incumbent may occasionally be exposed to violent/irate individuals.
Incumbent occasionally works evenings, extended hours and occasionally responds to emergencies on a 24-hour basis.
