Johns Hopkins University Public Safety (JHPS) is seeking a highly motivated individual to be the Accreditation Manager for the Johns Hopkins Public Safety and Johns Hopkins Police Department. This position is responsible for planning and coordinating accreditation activities as assigned by the Sr. Director of Training and Compliance, as well as managing the policy writers for JHPS.  The position will be responsible for performing analytical and administrative work to demonstrate the police department?s compliance with the professional standards established by the International Association of Campus Law Enforcement Administrators (IACLEA), and/or the Commission on Accreditation for Law Enforcement Agencies (CALEA); for law enforcement, and/or Public Safety Communications Accreditation. As well as working to maintain the certification requirements of the Maryland Police and Correctional Training Commission requirements for police officers, Special Police Officers and Security personnel.

The purpose of IACLEA and CALEA Accreditation to improve the delivery of public safety services, primarily by maintaining a body of standards, developed by public safety practitioners, covering a wide range of up-to-date public safety initiatives; establishing and administering an independent accreditation process; and recognizing professional excellence. Specific Duties and Responsibilities

• Provides oversight and management of two policy writers to ensure that policies are created, revised, reviewed and submitted within determined timelines.
• Ensures that the primary research and editing of proposed Departmental policies is completed accurately, with a focus on assigned topic areas central to compliance with the BPD Consent Decree, the Joint Commission, MHEC, MPTSC, and the DOE. Policies must be simple and clear, yet comprehensive.
• Manage implementation efforts for specific policies through timely and efficient communications to keep implementation goals on deadline and proactively identify any barriers to implementation as well as solutions.
• Support Departmental efforts in improving management efficiency through the use of technology and data.
• Collaborate externally with Office of the General Counsel attorneys, JHPD Accountability Board, and other subject matter experts, to ensure policies and procedures align with industry evidence-based best practices.
• Maintain standards, templates, and publication architecture.
• Receives and sets work assignments for policy writers.
• Receives assignments and sets work priorities, coordinating accreditation and certification tasks to meet deadlines in order to assure an efficient work-flow through-out the department.
• Reviews a wide variety of complex and technical issues concerning IACLEA/ CALEA Standards and for the Accreditation Process and the MPCTC certification process.
• Meets regularly with the Sr. Director of Training and Compliance, key department personnel, and others to identify needs and report progress on accreditation/certification efforts.
• Identifies and develops new programs, systems, procedures, or equipment specifications for the improvement of department performance in compliance with applicable accreditation/certification standards.
• Maintain regular contact with IACLEA/ CALEA organization.
• Attends IACLEA/ CALEA Conferences and local Accreditation Support Networks meetings and coordinates attendance of other department representatives.
• Keeps abreast of the accreditation/certification process, including proposed changes or amendments to the standards, transition policies, or process changes. Evaluates the impact of these changes on the department.
• Provides accreditation/certification training for department personnel or trains the trainer.
• Provides information to the public and may make presentations to selected civic associations.
• Assigns, directs and coordinates accreditation/certification work groups to achieve plans of action, recommendations to the Sr. Director of Training and Compliance, or complete other accreditation/certification goals.
• Drafts written directives or assigns writing projects to achieve accreditation/certification objectives.
• Maintains master and archive files for agency written directives.
• Maintains all necessary files/records/documentation.
• Utilizes PowerDMS to track accreditation standards and compliance activities.
• Performs other related work.

Skills and Abilities

• Ability to read and interpret materials concerning the public safety agency and criminal justice processes.
• Knowledge of the principles and practices of modern public safety agency operations and administration.
• Excellent writing skills.
• Ability to work independently and solve problems involving complex variables.
• Ability to organize and plan group activities and train agency personnel.
• Ability to speak informatively to public groups concerning the accreditation process.
• Ability to analyze facts and to exercise sound judgment in arriving at conclusions and recommendations.
• Ability to complete assignments in a timely fashion.
• Knowledge of law enforcement.
• Excellent interpersonal skills, including an ability to work independently and in a team setting
• Efficient, organized work style and an ability to prioritize quickly and confidently and manage multiple deadlines

Technical Qualifications or Specialized Certifications

• Knowledge on IACLEA/ CALEA Accreditation Standards and processes.
• Certification as an IACLEA/ CALEA Accreditation Manager is preferred.

Minimum Qualifications

• Bachelor?s Degree in Criminal Justice or related field.
• A minimum of five (5) years of work experience serving as an accreditation manager or member of the accreditation team with daily responsibilities for coordinating a law enforcement or public safety accreditation standards maintenance program.
• Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

• Three (3) years of work experience serving as an accreditation manager within a law enforcement environment.
